(It’s called a Special Election, instead of a Primary Election, because the precincts that are having an election have ballots with issues only, no candidates.  If candidates were on the ballot, ballots by party would be available and it would be called a Primary Election.  Candidates that win the Primary Election for their party would then go on to the ballot in the fall for the General Election and run against opposing parties.)
